I’m new to NoteSelf (many thanks to Danielo for providing it!). I’m trying to add a couple of plugins (TiddlyBlink and TiddlyMap, to replicate tiddlyroam) but the list of official tw plugins (accessible through the options) seems empty.
What am I doing wrong?

You’re not doing anything wrong, that list should not be empty. Albeit the plugins you want are probably not on the list anyway. Tiddlymap is a very specific case of not supported plugin, not by Noteself, but by any tiddlywiki version that uses an asynchronous saving mechanism.

Tried both /online and /edge
From the console, when I open the modal of plugins:
Mixed Content: The page at 'https://noteself.org/online/' was loaded over HTTPS, but requested an insecure frame 'http://noteself.org/PluginLibrary.html'. This request has been blocked; the content must be served over HTTPS.
It’s just a forgotten s in the url.
